I suppose any sort of society can handle an injust ruler's BS for so long. That is how the USA came about and most other countries after imperialism failed.

It is not meant to be ironic. Martin Luther meant that racial intolerance could only be lived with for so long until the victims get fed up with it. He meant it in complete earnestness. Does that answer your question?
