There are two sets there, one set is "less than 7" and the other is "greater than 4". 

Is 11 greater than 4? If so, it is located in the red set.
Is 11 less than 7? If so, it is located in the blue set.
Are both of these correct? If so, it's in the intersection, which is in both sets
