How will you justify that ice, water and steam are the three states of a substance and not different substances?

take a sample of ice and melt it. compare it to the sample of liquid water.

OpenStudy (mww):

You can weigh them. 1kg of water in liquid form when frozen should be 1kg of ice. same with steam. If they were different, their weights would not be the same.
