Ok so a proportion is when like 2 fractions equal each other. For instance: |dw:1373303414381:dw| ^This is a proportion because they both equal each other, they are both proportionate. So ok, let's see if 4/2 & 20/6 are proportionate. To see if they are equal, we multiply the cross-products together. If both sides equal out this is a proportion. |dw:1373303557132:dw| So that means we have 4*6=2*20 when we simplify this we then get: 24=40 which is not equal. This means that this is not a proportion, does that help? :)
