it sounds a bit unclear, but I assume they mean they use 2.5 cups of flour
and then 1.5 cups per pie
total flour used for x pies is
2.5 + 1.5x

this has to be 4 or more and less than or equal to 10
4 ≤ 2.5 +1.5x ≤ 10

solve for x... you get a range of numbers
