I'll start with the second one. Two isosceles right triangles are both 45-45-90 triangles. Since all angles of one are congruent to all angles of the other one, the triangles are similar.

For the first one, since both triangles are right triangles, each one has one right angle. The other two angles of each triangle are congruent, but they can be any measure from 0 to 90 degrees (not inclusive). So two isosceles triangles in general are not necessarily similar.
