Thank for your patience for question number two. I have realized that Justanian ruled the Byzantine Empire. Strictly, the only difference that they had was that the Byzantine Empire used the Greek language and the Romans used the Latin language. The Byzantine Empire is practically the Roman Empire. They shared many ideas along with music. Justanian had changed up the Roman laws at some distinction.

Ok so for the second question I thought that since many cities are together and are joined to form Japan, places can get crowded due to the population and so people can have different perspective as to deciding on what they should do.
Such as when taking an official decision to reinforce one major city. Since places are crowded it can cause for people to have trouble when sharing part of the land with another group of people. Also parliaments are there and major business companies.
