I forgot something: The first one should not have parent chain hexdec but oct. The second one is the same and the third one should not have dec but hept.

In this case the prinicpal group is Cl and Br so we need to take the chain that contains the max number of this principal group as the parent chain according to this rule of identifiyng the parent chain.

Reactionrate, we do not consider the Cl and Br as functional groups with priority over alkanes therefor we should always take the longest alkane chain.
