One solution I have says that the compound speed of B around both O and A (with a second coordinate system moving along with OA) must be equal to the speed of B relative to C, which seems wrong to be as I think it should be equal to the actual speed of B in the global .

Another solution I have uses the fact that the angular velocity of OA is equal to the angular velocity of BC. It says you can see this from the image alone. I also don't see how that s the case.
