Both are actually kind of right, but (D) is probably what I'd go with. With more freedom to do what they want, they would also have the freedom to keep what they can earn and find other ways to do so without the government's say so. Deng Xiaoping hoped to open up the Chinese economy in order to kickstart it and keep it from stagnating (which is what happened in the Soviet Union). Today, you can see the results. But it has also created a yearning for more freedom elsewhere, such as in politics. Even though there are tons of businesses in China and it looks like there's a lot of freedom, the government is still in control over most of everything.
