SALT, I'm pretty sure. The Strategic Arms Limitation Treaty.

I'd go with "mutually assured destruction" or MAD. Because both country had gobs of nukes, both sides felt that if war were to break out, no one would survive. SALT was one of the things to come out of that fear, though, as detente took hold and both countries tried stepping back from the brink by reducing the number and type of nukes they each had.
