Plug in the point and if its 81 then its on the circle, if its less than 81, then its in the circle and if its greater than 81, its neither.

the formula for a circle is x^2+y^2=r^2 for some real number r. but the formula for a disc is the same except its less than or equal to instead of just equal to.
