it is three since degree of the equation means the sum of powers in a term and hence when you consider the second term the numerator has degree 4 and the denominator 1 and so 4-1 = 3 so problem solved :)

but yea at the same time when a polynomial or lets say a function is defined in terms of a variable then the sum is taken with respect to that variable only .... so watch out for what the question says
