When you complete the square, the coefficient of the x^2 term must be 1. Here it is 1 already since you have simply x^2. The number you add to both sides is the square of half of b. x^2 + bx + c = 0 b is the coefficient of the x term. Here b is 16. Half of b = 8 The square of 8 = 64. So you add 64 to both sides.
