Five times the smaller of two whole numbers is less than one-fourth the large number, if the value of the larger number is 84, what is the largest possible value of the smaller?

OpenStudy (anonymous):

welll they said 5 times a smaller number (lets say x, is less than 1/4 the larger number (84)=21 \[5x<21\]solve for x, and you can obviously see this wont come out even so they ask for the largest possible whole number.
