i hate these badly worded question. because i feel as if more than one is true. but i would say determine the winner of the presidential election. in the electoral college. each state votes for electors that they know will represent them well in congress to vote for president. the number of electors is determined by how many representatives they have in congress (house of reps + senators). the system was invented a very long time ago when people were much less educated and did not know that much about the individuals running for office. so in the designated distracts they would vote someone who they knew would represent their needs in the presidential campaign. i know i didnt really have an answer but hopefully this helps

because there really is no "popular vote" just state votes to decide electors
