Add the two equations together to get 0=0.  That tells you there are infinitely many solutions.  The multiple choice answer (a) is poorly worded, but will be considered correct.

Similar to the first one.  Rearrange the second equation to read 3x+3y=2.  Add that equation to the first equation to get 0=7.  That contradiction indicates that the system is inconsistent, and there is no solution.
