They were very likely to surrender. Japan was near defeat if not defeated already which made the use of the atomic bomb completely unnecessary.The Allies used an effective sea blockade and successful bombing with conventional weapons against Japan. In addition, the Soviet Union was about to declare war on Japan, which was guaranteed to make Japan surrender. ( Soviet Union was going to declare war a week after the bomb was dropped) But President Truman didnt wait.
