Since there are three digits, each code possibility could be represented as a number. For example, 028 is just 28. The possible options for the code are the numbers 000 through 999. This has the same amount of numbers as the set of numbers from 1 to 1000. There are 1000 different numbers.

Alternatively, there are three digits. Each digit has 10 different possibilities (0, 1, ... 8, 9). So the total is equal to 10*10*10=1000.
