Just graph it like a normal line, completely ignoring the inequality sign. Just pretend it's an equal sign for now. Then, take a look at the original sign. If it's just less than or greater than, without the "or equal to", make the line you've drawn dotted. Otherwise, keep it solid. Then, if it's greater, shade above. If it's less than, shade below. That's it. Try thinking about it logically and in terms of the math - if it can't also be equal to, then the line itself is not part of the solution set and thus can't be solid. That kind of thing.
