highest court? You mean the one with the most power? Not quite unerstanding the question.
umm, i think you mean the court withe the highest judicial and federal in the US, it would be the supreme court. With the most power i would think the grand jury not really a court i guess but in the end they have alot of power, in the end they decide if you can charge something and take them to court they hear the evidence and decide if you have enough to take them to court.
