well, we don't know that, those equations each are just one line
if you solve for "y" you'd be able to see their slopes

if the slopes are the same, they're parallel, parallel lines never meet, thus have no solution and thus  are inconsistent

if the slopes differ, then they'd meet, and have a solution and thus are independent
