True. The full form is: \[E^{2}=p^{2}c^{2}+(mc^{2})^{2}\] When speed is 0, momentum p is 0. This means that even at rest masses have energy, which is given by mc^2, and often called rest mass. Then mass is 0, then E = pc. This reduces to E=hf, which is the energy of particles of light which are called photons.
