I guess for a basic outline of what each paragraph might tackle, it could go something like this:

1) Talk about what genocide actually is and how Darfur 2003 and the Holocaust are related to the term.

2) Then in the second paragraph, you could explain the differences between the two. Is the genocide in Darfur the result of unbridled violence? Or is it supported by the government in a relatively open sense (the SS in Nazi Germany were considered the elite of the elite soldiers, but they were also responsible for administering the concentration camps).

3) The last paragraph can talk about how the two are different, or related, and you might also want to expand on your own personal thoughts on the issues that both events have brought up or the hard lessons that we as a society can draw from them.
