Well I would say people who get below minimum wage As they're usually the one with rubbish jobs who work their backsides off for menial tasks and terrible pay But that's just my opinion. I don't feel there is a correct answer to this, it's a matter of personal views.

It is typical to pay some service workers less than minimum wage with the understanding that their tips will increase their pay to at least the minimum legal limit. The U.S. Internal Revenue Service calculates the service worker's personal tax liability based on 15% of gross receipts. Tipping such individual less than 15% may be immoral. Tipping others is a matter of tradition, social custom, and personal opinion.
