For one, that was written waaay before the Great Compromise and the 3/5ths Compromise. I think what you might be looking for is the fact that the Constitution was written to be sort of bicameral.
Basically:
When the Constitution was written, there was a fight between small states and big states: should power be given equally to each state? Big states said no, because how could it be fair for a tiny state like Rhode Island to get the same power as a large one, like Virginia? But if it was given on a basis of population, the smaller states were severely undercut.
The main compromise was creating a sort of bicameral legislature -
one house based on big states, and
one house based on little states.
So both ways of giving power were represented! You can think of this as
Congress (1 vote per state)
and
House of Reps (depends on population).
