Can someone please explain this quote, and how it relates to us today, When a party grows strong and feels its power, it becomes intoxicated, grows presumptuous and extravagant, and breaks to pieces

Basically it means that when something grows stronger it gains confidence, then becomes too confident, gains ignorence. In turn becoming unaware. Then eventually fails because it has made wrong choices from being ignorant, overly confident, and unaware.

do we have an example of this today? is any party like that?

Well not that I can think of but that quote basically describes dictatorship. Becoming greedy and overly confident making mistakes, the failing.

One example would be the Hitler regime
