The city wants to drain a large lake to use the land for a new courthouse adjacent to county offices. What environmental factors need to be investigated before draining the lake?

Well, a major thing that would need to be investigated would be the fauna an flora that depend on that lake. It could be a significant water source for animals in the surrounding area, and eliminating the lake could impact population sizes. Additionally, water sources act as heat sinks, meaning that water absorbs a lot of heat - taking away the lake could result in a warmer temperature in the area.
