The federal Legislature under the Articles of Confederation was able to encourage states to work together but had no real authority to force cooperation passed taxes and tariffs that the states found to be unreasonably high took the recommendations of the states and passed laws and taxes that created a stronger union was a strong political body that provided leadership and control to the states please help me! ILL GIVE YOU A MEDAL! :)
