you can make your thesis stronger by giving the reader a preview about why the inhabitants never fully recovered.  

"... have never fully recovered from the 1989 oil spill due to ..."

and then list like three things that you'll talk about in the body paragraphs of your essay.  the body paragraphs should support the claims you make in the thesis statement.
