Seeing that B, C, and D are all in standard form, you can conclude that one of them is incorrect. Now looking at B and D, one may just multiply by 3 to receive D from B, so they are the same equation. Does this make sense?

2x-3y=-1 6x-9y=-3 These are the same equation when you graph it, the second one just isn't in simplest form, so both of these are correct equations.

Now A is in a different form. When you take 2x-3y=-1 and make it mx+b form, which would equal A, so C is the correct answer.
