I think the problem lies somewhere in Line 4.

line 1 is the actual problem
line 2 is ok
line 3 is ok
line 4 the sign is switch at that time is not correct
line 5 have the correct answer

because the sign is switch at the time that you divide by a negative number, on line 4 the procedure was -2x -5 >=11
                                    +5     +5
                          --------------
                              -2x     >=16  that is the correct answer, then the next step would be

                           -2x >= 16
                         ---         ---
                           -2          -2

now since you are dividing by a negative number then is when sign is switch so the answer would be   x <= -8
