Given that his position is more 'pro-individual', you can immediately eliminate options 'A' and 'B', because they are pro-government intervention, if that makes sense. However, he both lowered taxes and decreased business regulations .. So I don't think this question is well-written in that those two answers are correct. Sorry! Good luck.

Actually .. If he's talking to the individual voter, 'C' may make the most sense because it's more individual.
