Haley constructed the obtuse isosceles triangle RST as shown in the figure below. What is the error in Haley’s construction? She plotted point T to the right of the perpendicular line. She did not ensure that side RS is congruent to side RT. She plotted two vertices on the arc. She did not plot point R on the arc.

So it looks to me like the arc is ensuring that RS is congruent to RT, because the distance from any point on the arc to the center is going to be equal. So the only problem is the obtuse part, which she could fix by putting T on the left hand side of the perpendicular line. Does that make sense?
