I believe it would be A, because it was a technique known as preemptive striking. However, if you read the lesson or the documentation of what happened, I'm sure you can find the answer. They were afraid Japan would attack first.

I would say d. If you think about it, Japan had already attacked at Pearl Harbor. No one other than the USA had the secret to the atomic bomb at the time. Japan's war mentality was unconditional surrender so the USA strategically choose cities when they knew that would cause too many casualties and the Japanese would finally surrender.
