if y is -2 while x is zero, automatically we know that the y-intercept is -2, so B. is automatically ruled out.

but, as the input increases by one, the output decrease by 7. Because it decreases, we know the slope is negative This means it is -7

Put the two together, and your equation is -7x-2, which is C.
