It means you need to add up -2n+3, starting from n=4 and stopping at n=7 \[\Large \sum_{n=4}^{7}-2n+3 =\] \[\large = (-2*4+3) + (-2*5+3) +(-2*6+3)+ (-2*7+3)\]
