hmmm, notice all choices are already in "vertex form" http://nayak2010.files.wordpress.com/2011/01/picture-of-vertex-form-of-parabola.png
a?
C is the right answer. Because x^2 >= 0, therefore min x^2 = 0, min y = -3. Hence vertex at (0,-3)
