hi guys can any one tell me some certificate course which i can do sitting in india
There are many courses which offer certificates both at https://www.edx.org/ and https://www.coursera.org/
but does us university consider these at the time of admission
Typically, a university does NOT consider certificates for credit at the time of admission. However, the knowledge you gain could potentially allow you to "test out of" courses once you're admitted. I tend to think of these freely available courses as a means to learn new topics, a degree isn't important to me, it's the knowledge I want. If your goal is a degree, you need to be in a classroom (whether it's physical or virtual) taking courses for university credit through an accredited university. You can learn just as much on your own through free courses, but it won't get you a degree.
I believe there are several courses at coursera.org and several at saylor.org where they have partnered with outside companies to proctor testing. Those specific courses may be taken for credit. However, the extent to which that credit is transferable would need to be investigated.

Anytime. If you want a series of courses which, even though you might not be able to get "credit" for them, will at least show a transcript of what you studied and that you passed final exams in your subjects ... I recommend you take a look at saylor.org. Saylor will let you lay out an entire four year curriculum and keep track of your transcript as you progress through their courses. IMPORTANT: The courses are just as comprehensive as if you took them at a university, but Saylor is not accredited and you will NOT get a degree. But you can learn a whole lot ;)
