i think yes..the charge that is in the cage,,will interact with the outside of cage by producing an electric field...bcz faraday cage only protects the innere nvironment from outside influences of electric field..

ACCORDING TO ME THIS WILL CREATE A CHARGE INSIDE THE CAGE AND ALSO OUTSIDE WHICH WILL BE EQUAL AND OPPOSITE THEREBY CANCEL EFFECT OF EACH OTHER

okay now let us assume a conducting sherical shell which will act as a faraday cage..and let there b no charge in it..(also no external electric field shud b there)..so |dw:1374989620272:dw| now let us put a charge "Q" in it..and the picture along with the electic field will b like |dw:1374989688607:dw| so here there will b a negative charge induced in the inner surface of the shell,,equal to "Q" by gauss law..and same positive charge ,,+Q will b induced on the outer surface of the shell... so now we can say that wen no charge was present,,there was no electric field... but wen present,,there ws electric field present and that too bcz of the charge inside,,,the induction of charges was jus bcz,,one cannot have any electric field inside a solid conductor(principle of faraday cage)..and there is no cancellation of field there is jus what we can say is a manipulation of the electric field in space,,which wont b present if the shell was not there...and thats why the charge will show effect ouside...:)
