As far as I can understand this, the 11 stands for probably a proportion of 33 by 3.
2 goes in to 33 16 times with a remainder of 1
so \(r^{16}\) comes outside the radial and \(r\) stays in
i.e. \[\large \sqrt{r^{33}}=r^{16}\sqrt{r}\]
