Just divide the number of cars by the number of people. I didn't calculate it but I think the correct answer is D, since I guess when you type 107 you mean 10^7 and when you type 106 you mean 10^6.

the total of car is      $4.56 * 10^7$
the total of people is $ 2.3*10^6$
the average is $\dfrac{4.56 *10^7}{2.3 * 10^6}= 19.8$
