So how do I start this course?

You don't have to sign up for anything. You simply go to the beginning and start viewing videos and reading accompanying materials (which are interspersed with the videos). Work through as far as you want to go at whatever pace works for you, take exams if you want to do so, and grade your own exams. There is no credit for this or certificate of completion, so this is entirely for motivated independent learners. I suggest that from the home page of the course you click on the syllabus and read the information there. From that point, every page has a link at both top and bottom to the next page of course materials.
