How does communicating relate to parenting

Parents need to communicate because without communication the kid can do whatever it likes. The kid can literally go up to one parent and be like hey can i go to that party and one parent say no. then go up to the next parent and be like hey can i go and them be like yes. Then theres a problem between parents and the child gets no displine
