The highest policy making body in China is the Politburo Standing Committee (kind of like the inner council of the larger Politburo) which is made up of seven members.

Any big decisions about the country's policies nominally trickle down from whatever they decide. It used to be nine members, but in the last leadership change held last year at the 18th National Congress, it shrank down to seven.
