(this is not correct) U.S. planes conducted air strikes on Cambodian bases. Military advisers supported the South Vietnamese army. The CIA plotted to undermine the Diem government.

well, that's a really long answer.. but my opinion after reading about it all: 3rd option.. Kennedy refused to send troops to Vietnam for a long time because his policy toward South Vietnam rested on the assumption that Diem and his forces must ultimately defeat the guerrillas on their own.. he was proven wrong but all his advisors wanted to send troops there, disguised or not.. so, I believe, 3rd option it is..
