No where does it say that the side of a is equal to the side of b, it just indicates that there are two equilateral triangles that "could" be congruent if the side of one equal the side of the other, and as always the angles of a equilateral is 60 degrees.

A and B only, Congruent means that all angles are equal and the sides have the same ratio.
