why do u think so?
A is probably the correct answer; when we talk about 'immigration reform', we're mostly looking at a country's domestic policy regarding immigration. Currently, most reform seeks to reduce illegal immigrants in the country. An example would be the "Support Our Law Enforcement and Safe Neighborhoods Act"; I'm sure you've heard of it in the news - it's an Arizona bill that essentially makes illegal aliens register with the US, and not doing so is a huge misdemeanor. There are many other examples of laws passed to try and prosecute illegal immigrants / reduce their entry into the US.
A is the correct answer
