They are very closely related these days.  All hardware engineers need to know some programming and all software engineers need to know some machine operations.  The difference comes with what do you primarily do.  Develop devices, machines, chips, add on cards, etc? Those are hardware.  Develop software to run on existing devices?  That is software.
