actually i think ocean wave is just a common wave which have crests and troughs,now when the wave is approaching the shore,it slowly moves its crests to troughs,so the convexity of the wave increases,so the surfer has to balance his posture for gaining balance.it is my opinion.

Well favorable oceanic conditions... Let's say water temperature.
If the water is warm, people are more likely to take a swim.
Also when there are high waves, surfers will take those waves rather than in a flat ocean.
